The most significant development involved a major shift in planning for future police and fire facilities, with the Board authorizing a detailed study of a combined public safety building to address growing community needs.
Public Safety Infrastructure
During a special session on January 8, Fire Chief Steve Denzien and Police Chief Dave Maas presented justifications for expanding the town’s safety footprint.
- Fire Station 3: Chief Denzien highlighted a 60% increase in call volume since 2019. Current response times fail to meet the NFPA 4-minute standard in 42% of the town, particularly in the westerly and northerly regions. A third station is proposed near the Champion Center to bridge this gap.
- Combined Public Safety Building: Chief Maas proposed exploring a joint facility for the Police Department and Fire Station 3. This concept aims to reduce construction costs and improve interdepartmental collaboration while moving police headquarters closer to high-call-volume areas.
- Board Action: The Board unanimously authorized obtaining a firm cost estimate for a joint public safety building and a revised space plan for Town Hall that assumes the Police Department’s relocation.
Personnel and Appointments
The Town marked several leadership transitions and recognized long-term service.
- Finance Department: Hailey Palmquist was confirmed as the new Finance Director, succeeding Tom Watson. She was also appointed to the Room Tax Commission on January 20.
- Police Department: Officer Gabe Scarlassara and Lieutenant Matt Aures were sworn into their new roles. Additionally, Phyl Peters was recognized for her 25 years of service upon her retirement.
- Administration: The Board officially confirmed the employment agreement for Greg Peterson to continue as Interim Town Administrator.
Land Use and Planning
- Official Map Amendments: The Board approved the 2025 amendments to the Town’s Official Map and a three-lot Certified Survey Map (CSM) for Town-owned property north of W. Evergreen Drive.
- North Clarity Lane: On January 20, the Board awarded a $57,400 contract to McClone Associates for the design and construction of the North Clarity Lane extension, which will include new sewer, water, and storm utilities.
Grievance Appeal: John J. Urban Jr.
A significant portion of the January 6 meeting was dedicated to the Step 5 grievance appeal of John J. Urban Jr.
- Decision: After reviewing the record of the Impartial Hearing Officer (IHO), the Board voted to affirm the IHO’s decision to sustain the termination of Urban’s employment. Attorney Andy Rossmeissl was directed to draft a formal written decision for final approval in February.
Financial and Administrative Business
- Vouchers and Licenses: The Board approved monthly vouchers and a new tobacco license for Jaykali, LLC (dba Lucky Lottery) on N. Casaloma Drive.
- Ambulance Service: Chief Denzien reported a “successful ambulance implementation in 2025,” noting that the service exceeded revenue projections and saw a 20% increase in calls over the year.
